The inner city of Paarl is further deteriorating.
Take a look at the area in Breda Street, between Van der Lingen and Loop Street. There is what seems an illicit scrap dealer buying all types of scrap. People with trollies filled to the brim often stand in Loop Street laden with goods, waiting to sell them. They then leave a huge mess behind, also urinating against walls of houses and sometimes even worse. At the Department of Labour offices, with hundreds of people crowding the street daily, waiting for assistance it is getting out of hand. Many bylaws are being broken, but never a law enforcer in sight
